Classified Council Constitution

Section 5: Terms of Office

The President, Vice-President, Treasurer, Secretary, and Hospitality Officer are elected positions and serve a 13-month term from July 1 through July 31 of the following year.

TMCC NCC Representative will serve a 17-month term from July 1 through November 30 of the following year.

• July 1–November 30 will be a training overlap time for the newly elected TMCC Representative to NCC and the acting Representative to NCC, in order to align with the NSHE Classified Council Bylaws.

Section 6: Executive Board Composition

Departmental Representation Limitation: No more than two individuals from the same department shall serve as executive board members within the same year.

• Rationale: This provision ensures representation across the entire college and helps prevent burnout within individual departments by spreading leadership responsibilities more evenly.

Section 7: Voting

Executive board members have the right to vote but cannot institute or second a motion.

Voting privileges for the TMCC NCC Representative regarding TMCC Classified Council matters will align with the other TMCC Executive Board members (July 1–June 30). TMCC NCC Representative voting powers within the NCC will align in accordance to the NSHE Classified Council Bylaws.

Any Executive Board member unavailable for a vote shall designate a representative with their voting rights.

Section 8: Elections

Elections for the Executive Board will occur annually. Nominations for each office within Classified Council shall be opened at the March Classified Council meeting every year and remain open until the end of April. Elections will be completed in May and results will be announced at the May Open meeting.

In the event of an Executive Board vacancy, a special election will be held. If special election is unsuccessful, the College President has the authority to appoint a Classified member to fill the vacant position.

Section 9: Stipends for Executive Officers

Stipend Allocation:

• President: $800
• Vice President: $600
• Secretary: $500
• Treasurer: $300
• Hospitality: $500
• NCC Representative: $300

Eligibility for Stipends:

• Stipends will only be awarded to executive board members who serve their entire term, unless on approved leave from the college, not to exceed six months.
• Officers must serve at least six months to be eligible for a stipend.
• In the event of a vacancy, the stipend will be awarded to the board member who assumes the additional roles and responsibilities.

Statement of Stipends for Executive Officers: The TMCC President has approved the following stipends as a means of expressing college support for the time and effort the executive officers dedicate to their roles. This gesture recognizes and values the significant contribution of the Executive Officers in ensuring that Classified Staff have a voice within the college.

Article IV: Meetings

Section 1: Regular Meetings

Regularly scheduled Classified Council meetings shall be held at least once in a two-month period.

Section 2: Special Meetings

Special meetings may be called by any member of the Executive Board. Classified members shall be advised within a week of the scheduled meeting.

Section 3: Quorum

Five of the Classified Employees and five members of the Executive Board shall constitute a quorum for all regular and special Classified Council business meetings.

Section 4: Voting

All Executive board members have the right to vote but cannot institute or second a motion.

All motions must have quorum and approved by 2/3 vote of those Classified members who are present during meeting to pass. Failure to meet quorum or pass will result in the failure of a motion or adoption of an amendment. This item maybe brought to the Classified Council’s attention again at the next open meeting.

Article V: Amendments

Section 1: Amendment Procedures

Amendments to this Constitution and the Bylaws may be proposed by the Classified Executive Board or by any classified member. The proposal must be presented at a regular Classified Council business meeting.

• The proposed amendment shall be voted on at the next regular Classified Council business meeting following its presentation. A two-thirds majority vote of those Classified Council members present shall be required for adoption.
• Amendments to the Constitution and Bylaws of the Classified Council that amend, alter, delete, or augment this constitution shall be automatically accomplished, at the direction of the Classified Council President, as soon as possible.
• The Executive Board notifies the total Classified Council membership that the amendment will be voted on at the next regular business meeting and specifies the date of said meeting.
• A copy of any amendments to the Constitution and/or Bylaws must be sent to the President of the College and the archivist in the library.
